Con số này đã góp phần quan trọng để đến Quý I/2010, thanh toán không dùng tiền mặt tại Việt Nam đã chiếm 85% tổng doanh số thanh toán qua ngân hàng, trong đó, lượng thanh toán bằng điện tử chiếm trên 60%.
Vượt mục tiêu
Thẻ ngân hàng ngày càng trở thành phương tiện thanh toán phổ biến với trên 22 triệu thẻ phát hành của 47 tổ chức cung ứng dịch vụ thanh toán, trong đó thẻ ghi nợ chiếm 96,76%, thẻ tín dụng chiếm 1,59%, thẻ trả trước chiếm 1,65%.
Cơ sở vật chất phục vụ thanh toán thẻ tiếp tục được đầu tư nâng cấp với trên 9.000 ATM và hơn 35.000 thiết bị chấp nhận thẻ (POS).
Kết quả này đã “vượt quá mong đợi” của Đề án Thanh toán không dùng tiền mặt giai đoạn 2006 – 2010 và định hướng đến năm 2020 được Thủ tướng Chính phủ phê duyệt năm 2006.
Mục tiêu đặt ra của Đề án chỉ là "đến cuối năm 2010 đạt mức phát hành 15 triệu thẻ, 70% các trung tâm thương mại, siêu thị, nhà hàng, khách sạn, cửa hàng tự chọn v.v… lắp đặt các thiết bị chấp nhận thanh toán thẻ, phấn đấu đến năm 2020 con số này đạt lần lượt là 30 triệu thẻ và 95%; Đến năm 2010 tỷ lệ tiền mặt/tổng phương tiện thanh toán không quá 18%, và đến năm 2020 tỷ lệ này phấn đấu khoảng 15%".
Đa dạng phương thức thanh toán điện tử
Thời gian qua, các tổ chức cung ứng dịch vụ thanh toán đã nỗ lực cung ứng các dịch vụ thanh toán mới cho khách hàng với nhiều sản phẩm tiện ích, an toàn và hiệu quả.
Để thúc đẩy phát triển thanh toán không dùng tiền mặt, NHNN đã cho phép 6 đơn vị không phải tổ chức tín dụng thực hiện thí điểm cung ứng phương tiện thanh toán. Cụ thể, Công ty Cổ phần Hỗ trợ dịch vụ Thanh toán Việt Phú (MobiVi), Công ty Cổ phần Dịch vụ Trực tuyến Cộng đồng Việt (VietUnion), Công ty Cổ phần Giải pháp thanh toán Việt Nam (VNPay), Công ty Cổ phần Dịch vụ thẻ Smartlink (Smartlink), Công ty Cổ phần công nghệ thanh toán Việt Nam (VinaPay) và Công ty Cổ phần Dịch vụ Di động Trực tuyến (M_Service) đã được thực hiện thí điểm cung ứng phương tiện thanh toán Ví điện tử thông qua các tổ chức cung ứng dịch vụ thanh toán. Riêng Công ty MobiVi được thực hiện thí điểm thêm dịch vụ kết nối giữa công ty chứng khoán và tổ chức cung ứng dịch vụ thanh toán để hỗ trợ thanh toán giao dịch chứng khoán.
Năm 2009 đã có 3 Công ty là MobiVi, VietUnion và VNPay tổ chức khai trương và cung ứng dịch vụ thanh toán cho khách hàng của mình. Sản phẩm Ví điện tử do 3 Công ty này cung cấp đã nhanh chóng phát triển và từng bước khẳng định được lòng tin đối với khách hàng. Tính đến cuối năm 2009, đã có khoảng 70.000 ví điện tử được mở, trong đó Công ty VietUnion có số lượng nhiều nhất đạt con số hơn 32.000, tiếp đó là VNPay với hơn 30.000 và MobiVi trên 7.000. Giá trị giao dịch qua ví cũng tăng dần qua từng quý, đạt trên 5 tỷ đồng trong Quý IV/2009 (tăng 330% so với lượng giao dịch trong Quý II/2009).
Các Công ty này cũng đã chủ động và tích cực hợp tác với các ngân hàng thương mại và các đơn vị kinh doanh thương mại điện tử trong việc triển khai dịch vụ ví điện tử. Đến cuối năm 2009 đã có 9 ngân hàng thương mại ký kết và triển khai dịch vụ ví điện tử và 110 đơn vị chấp nhận thanh toán bằng ví điện tử đã kết nối, triển khai (tăng gần 1,5 lần so với cuối tháng 6/2009).
Riêng đối với dịch vụ kết nối giữa công ty chứng khoán và tổ chức cung ứng dịch vụ thanh toán của Công ty MobiVi, thị trường chứng khoán có dấu hiệu khởi sắc đã giúp cho dịch vụ kết nối giữa công ty chứng khoán và tổ chức cung ứng dịch vụ thanh toán có chiều hướng phát triển tích cực: số lượng giao dịch trong Quý IV/2009 đạt khoảng 10.000 giao dịch (tăng gần 14 lần so với Quý II/2009), giá trị giao dịch đạt khoảng 425 tỷ đồng (tăng 2,5 lần so với Quý II/2009).
Tuy nhiên, nhìn nhận một cách khách quan thì hoạt động của các doanh nghiệp kinh doanh ví điện tử không hề “ngon ăn” bởi thị trường thanh toán trực tuyến tại Việt Nam mới ở giai đoạn đầu phát triển, người tiêu dùng chưa có thói quen sử dụng kênh thanh toán này. Nếu muốn có những “bước tiến mới”, các doanh nghiệp này cần phải tiếp tục đầu tư mạnh hơn cho việc tiếp thị và quảng cáo để triển khai các dịch vụ.
